Heres where I leveled or noticed there was some decent questlines around level 20ish.
CIS (low to high 20s) -obviously. This is just west of Ahgram in Qalia. Decent quest line for Infineum gear for low 20s for the first part. The questline extents for 6 parts all the way to around lvl 28-30 mobs.
Upper Garrison (low 20s) - The upper garrison had a few solo quests worth mentioning as well as the Hunters League questline which nets you some nice yellow gear. The problem with this area is that there arn't very many groups, but the good thing about this area is it has around 3 questlines that are group oriented that net you some nice gear. You can port to here from Khal.
Ruins of Trengal Keep (Low to high 20's) - This is pretty much the premier spot for exping on Therestra for the low to high 20s. It has a 6 part questline which gives you a very nice cloak at the end, and the keep itself has some very nice exp, as well as other quests in the area. There isn't many solo quests around this area, but normally you can get a group fairly easy, even if its not during the weekend/peak hours. RoTK is located in Central Therestra, just east of Tursh.
Renton Keep (mid to high teens) - This is a good place to level for high teens to low 20s. It is located south of RoTK and it sports a very nice questline for yellow/orange gear at the end of it. I didn't find this place out until around lvl 27 or so, so I have no idea how effective it is, but it seemed like a pretty populated area with plenty of quests.
Shrine of Ala something...(Low to high teens) - The Shrine is located just southwest of Khal. It has a ton of solo quests for the high teens, and has missives to go along with it. When you are done with these mid teen quests you can move on to the shrine south of this, which also sports some solo quests, along with some group quests for the Temple of Diluke or something along the lines of that.
Evendusk Fortress (high teens low 20s)- This fortress is located west of the shrine. It is just southeast of the dark elf city and it'll help you become non kos to those nasty dark elves if you do these solo quests. There are around 3 questlines here that are all soloable, and 1 that you may need a buddy for. This place netted me 2 levels with ease before I finished all the quests, and it gives some faction.
If you know of any other place for any level that is exceptionally decent exp for soloing or grouping please post it here. perhaps we can start seperate threads for each teir? 20s, 30s, and so on? I hope this helps some.
